@Greg, @Giorgio: I humbly disagree. I think you are using "click to focus" model. I (and much others here) are using focus-follow-mouse, which for me is fundamental when editing various related code in multiple windows.
With focus-follow-mouse, global menu is a no-no, I suppose you can see why: you have to go to the upper left corner *avoiding* other windows in the way. And no, I hope that the solution wouldn't be to cull focus option (although in this crazy "you shouldn't personalize/choose anything" frenzy all is possible).
I understand that MacOs do some thing well, but please let people have options... and the idea is not to clone Mac, I suppose, otherwise the best solution is going out and buying one of it ;-)
So having an option "global menu only for maximized windows" (option, optional, not forced, you shouldn't change your configuration) is a nice, democratic, all-inclusive solution.
