I've found gimp-openraster package (GIMP plugin to load and save OpenRaster files) at Sergey "Shnatsel" Davidoff PPA, see:

https://launchpad.net/~shnatsel/+archive/gimp-paint-studio

Maybe it would be wise to include this package into official ubuntu repositories (universe section)?
