Ubuntu 13.10, 14.04. Hotkeys not work in non-latin [cyryllic] layout for many java programs like:
intellij idea , PyCharm, Minecraft(yeap, game broken too).

But non java programms hotkeys not works too:
Blender, Inkscape.

Please fix that bug, we can't work, every time, we must change keyboard layout!
