Bug Description
The "Keep in Launcher" quicklist option should change from a two state toggle to a checkbox option.
Currently, the two states of this option are:
- [no tick] Keep in launcher
- [tick] Keep in launcher
This bug is a request to change these two states to:
- Lock to launcher
- Unlock from launcher

Imho the "Remove from launcher" item will be problematic as well.
I mean, if an application is currently running, seeing a "Remove from launcher" quicklist item could lead to confusion.
Clicking on it, in fact, you wouldn't expect that it will be removed only when in the not-running state.
So, I'd add something like "Keep always in launcher" and well... Something like "Don't keep in launcher when not running", but with a shorter string :)
