The whole of the top-bar is now a single menubar, but its behaviour is slightly inconsistent. In a left-to-right environment, the window controls show on the left, followed by menu-menus and finally the indicator-menus on the right.

To reproduce:

  1. Hover over left/center of top bar
  2. Observe that the full menu bar is visible (Window controls, menus, indicators)
  3. Hover over the right of the top bar
  4. Observe that only the right-hand end of the full menu bar is visible (indicators)

Ideally for consistency, hover over the top bar should cause the full menu to be shown, regardless of the position of the pointer at the time.

The behave of the two halves is inconsistent;

  1. Hover over the left/centre of the top bar shows the full menu
  2. Hover over the right of the top bar does not show the full
