Bug Description
Now that the window controls (close,min,max) are hidden when an application is maximized, it becomes more important to improve discoverability. Presently, if you hover over the indicators, the window controls and menus is not displayed, like it is when you hover anywhere else on the panel. Since the indicators draws attention, I think they should also show the menu and controls. That would help make it obvious that they become visible when you "touch" the panel.
It makes sense in other ways too. When you move the mouse to the indicators, you are looking to expose menus. They should all be shown, consistent with using the keyboard navigation, which lets you move from indicators to the application menubar.
