I agree. Avant Window Navigator also has this feature, and it's VERY confortable, since I don't even need to click.

Proposed behaviour:

 - If mousewheel over an unfocused application, just bring the last window application to front.
 - I mousewheel over a focused application, rotate betweet windows of the same application, following the up or down mouse order.
