May I ask what the rational for this decision was?

It seems very confusing that the mouse can be in the center of the Ubuntu button, yet the launcher refuses to show itself. I just reported Bug #748897 before realising this was considered a feature.

My suggestion to help make this less confusing is either to revert to the old behaviour, or alternatively for the launcher to show if the mouse is *anywhere* over the Ubuntu button for a certain period of time, say half a second?

It might be worth having a simpler two-phase reveal, with time as the
gate, yes. Thanks for the suggestion, I don't think we can make such a
change with any certainty in Natty but we can consider it for Oneiric.
