Fat border that does nothing around the Dash

Bug Description

unity 3.6.4-0ubuntu1, Ubuntu Natty
unity 4.10.2-0ubuntu2, Ubuntu Ocelot

1. Click the Ubuntu button.

What you see:
A. The Dash covers part of the screen.
B. Around the bottom and right edges (but not the top and left edges) is a bright single-pixel border, then a very wide, semi-transparent border, then another bright single-pixel border.
C. In unity 3.x, clicking the border does nothing, except right in the corner where the maximize widget is. In unity 4.x, clicking the border closes the Dash.

This looks ugly.

What you should see: either
A. The Dash always covers all of the screen; or
B. the border around the Dash edges is much narrower; and/or
C. dragging the border resizes the Dash.

I suggest B.

The dash is unlike most windows, in that clicking out of it dismisses
it. For that reason we want to reduce the chances of a mis-click, hence
the fat border.

If it was important to avoid a mis-click around the bottom or right side of the Dash, it would be just as important to avoid a mis-click around the top or left side. For example, accidentally clicking the launcher closes the Dash, just like accidentally clicking whatever is to the right of the Dash does. So a border around the bottom and right is doing only half of that job.

There are other methods that could protect all four sides and in a less unattractive manner. One example is a shadow, which could act as a dead area in the same way that the shadow of normal windows acts as a resize area. Another example is padding around the inside of the Dash, which has the advantage that it is already implemented.

That's a temporary situation, MPT.

We can review for Oneiric, this is wontfix for Natty.
