The worry:
When a title is on the middle of the screen, your pointer is above the title, you want to click a thing slightly below the title and you move the pointer from above the title to slightly below the title, the menu bar appears on top of the thing and you click a menu item instead of the thing.

Firefox has an app button. To use it, disable the Global Menu Bar Integration add-on, restart Firefox, right-click the Home icon, deselect Menu Bar. In the Firefox app button, menu items display sub-menu on a slightly delayed hover. https://bugzilla.mozilla.org/show_bug.cgi?id=589146
You mouse over the title bar, after a slight delay, the menu bar appears.
You mouse out of the title and menu bars, after a slight delay, the menu bar disappears.
