notify-osd can implement this feature using libcanberra-gtk. With that, it also makes sense to support an x-sound-id hint in notify-osd.
This feature should allow notify-osd to play the appropriate volume change sound that is available when one adjusts the volume in unpatched gnome-settings-daemon. (That application also uses libcanberra-gtk, but when it uses libnotify there is no widget to assign the event to. Bug #538761 has information to that end).
