I did not find Chromium, but I saw 'MetaGrip by Sergio Tocalini Joerg' in the Themes/WindowBorders at art.gnome.org/themes/metacity?page=1
I took the word 'grip' in the title as a hint, and it does seem to have wider borders. Seems much better as a work-around at least.
And I'll add to the chorus, this needs to be resolved in the default distribution. All the great things that Ubuntu/Linux have to offer can get blown away if a new user can't easily do a simple hundreds-of-times-a-day operation like re-size a window.
