We built our messaging subsystem to comport to Ubuntu's guidelines: https://wiki.ubuntu.com/MessagingMenu and http://developer.ubuntu.com/resources/technologies/messaging-menu/ I don't see the behavior you're requesting discussed there -- please point it out to me if I'm wrong.
