If it's not a bug then it's a wrong design. The difference between the two is only in the magnitude of the oversight.
Nobody in his right mind would defend mixing launcher icons with open window icons. Prove me wrong by mentione ONE single advantage in having them mixed.
Gnome had it right, so there is nothing to figure out or invent, it's just a matter of going back to the way it was in gnome which was plainly better.
I have no idea why ubuntu chose to replace gnome with unity, which is objectively inferior in usability. Maybe it's more stable or something, but it is has been a huge step backwards in usability.
