I tried out some of Cody's scenarios on my installation and I was unable to reproduce the intermittent window decorations. For me the window decorations are consistently displayed.

To add some additional detail, I see the window decorations on the weather, calendar, cpu, and volume popups. I never see the decorations on the menu (using the YAMA plugin), although that may be a different type of window.
