Juju <=2.1b4 all have an issue where if there is an error we'll end up setting it in a place (agent status) that ends up getting overridden with "agent is not running" message. I have a patch in the 2.1 branch already that at least moves the error message into machine-status instead of agent status. These aren't in tabular status by default, but you can do "juju status --format=yaml".
