Implement [Weapon]AllowedStates to simplify weapon selection

Bug Description

AllowedStates=NORMAL,GARRISONED,OPENTOPPED,GUNNER,DEPLOYED,NOT_MOVING; in which state(s) is the wielder of this weapon allowed to use it?
Put simply, you can only use this weapon if you're in one of the states it mentions. Defaults to DEFAULT, i.e. decide normally. Other states might be added if needed.

This has very many uses, namely making special states more compatible with the new feature to allow many weapons per unit.

Question, could this allow infantry to fire while moving? (unless they already can... idk)

After the closing of 1065 I would like to add in "low power state" - for those who played TS, if power went down the NOD Laser turrets still worked as have a backup power source

Naturally for balance I'd imagine would have to reduce either damage/ROF or both but it'd be nice to have the option so have a backup defence system until power is regained
