basically, so my soviet tank general gets a veteran apoc, but the apoc general gets an elite apoc.

some sides could have overlapping veterans, where veterancy just isn't enough to seperate the sides, so eliteism may just do that.

the vet/elite buildings has been a wish of mine for a while now....
