Please only one request per bug report. Otherwise it's difficult to handle them.
1) Is a unit type that either has NoSpawnAlt=yes or SpawnsNumber>0 set, but it isn't a proper spawner unit.
2) Right, academies and spy effects will not apply those new tags at the moment. I'll have to expand the logic to make this work.
3) Deploying to water is something I was looking into, but it requires several changes and the feature was quite big already (in terms of test cases). So this is something for later, too.
