FR - Improve UI for finding the upload feature

This falls under the following uber-feature request: https://bugs.launchpad.net/archive.org/+bug/331208

While the current placement and loneliness of the upload button may be fine for experienced users, it could stand to be more inviting and informative for new users. The proposed design attempts to improve this.

One concern is that it would be nice to have it stay in the same place for all pages, and this proposed design interrupts that consistency.
