Thanks for reporting this bug and help to make ubuntu better.

This menu you are seeing is called the "stub", it only affects when the application doesn't use gtk or qt and so, exporting the menu is a case by case bases. We need upstream or volonteers to help us to be able to export those menus in every applications.

I retitle it (netbeans is already reported), please, file a bug against appmenu-gtk for each app you see this after checking for duplicates.
