AppCenter hangs and will not install any selected Apps. An endless "Waiting in queue" is displayed with no results.

Bug Description
Using Elementary OS 0.4 - Loki (stable version, downloaded 29 Sep 2016)
Ran "sudo apt update" and "sudo apt upgrade" commands and then rebooted several times in the past days, but the app center does not work. I'm installing everything with the terminal.
When I open AppCenter and Search and then select a program and then click the install icon nothing happens.
Example:
1. Open AppCenter from Applications Menu
2. In the search bar type LibreOffice Writer
3. Click on the name of LibreOffice Writer
4. Click Blue Install Button
5. "Waiting in queue"
6. waiting forever
7. Nothing happens.
Also, does not show any updates (sometimes just a notification badge on its icon)
looking at network receiving/sending in GNOME's System Monitor, it seems that no request/reply is done through the network when pressing the install button and while "waiting in queue" state.
Fixed after fresh installation. AppCenter works fine now.

I am in the same boat. I am the only user of this computer, but this is too much. AppCenter is completely borked.
