Comment 3 for bug 1045287

Fixed, there were a couple of issues:
- improper format of the allowed-op-list-url file (had Launchpad=login.launchpad.net, changed to https://login.launchpad.net/)
- firewall access from lists.launchpad.net host to login.l.n.
