Bug Description
How to add headers to alarm_actions send to url?
For example:
Senlin project had webhook to scale out and in for cluster.
But POST senlin webhook with body can't work.
If want to POST senlin webhook with body, must add headers:
openstack-
But aodh alarm_actions can't specify headers.
