in that case, I'd say that the local dir is under the responsibility of the user and that the recipe should not meddle (in other words it's an input), whereas in the case of remote origins, the user or the person preparing the buildout conf has no leverage.

So the doc should be fixed for 1.8.3, thanks for the report
