Just checked, and neither of these providers are contained in apns-conf.xml.
That said, mcc/mnc 234/30-34 appear to be MVNOs for Everything Everywhere. It seems like VECTONE may be yet another MVNO using these network ids.
If after updating to a recent ( non-rootstock ) utopic image, you don't get automatic 3g, please don't try and modify serviceproviders.xml or apns-conf.xml directly. Instead, you should do the following as root:
1. stop ofono
2. edit the file /var/lib/ofono/<IMSI>/gprs and add your providers details to the context1.
3. re-start ofono
