Wow, I just upgraded to 18.04 and after the restart bluetooth was gone. I tried to restart a couple of times, no deal, then I turned off and on again, and it worked!

My device is this one:

Bus 001 Device 005: ID 0cf3:e007 Atheros Communications, Inc.
