I tested failed pdf files and recognized, they created by iText (by lowagie.com).

Splitting the file with pdfshuffler 0.6.0 worked.
> Producer: Python PDF Library - http://pybrary.net/pyPdf/ > Pages: 1 > Encrypted: no > Page size: 595 x 842 pts (A4) > File size: 28274 bytes > Optimized: no > PDF version: 1.3
Then using pdftk again on new file worked too.

So, has it something to do with the encryption or with the library which created the original pdf file ?
