I have been able to test with an external monitor, and it works. Notebook panel still fails to be set up correctly on resume. Further, notebook panel fails to be set up correctly by xrandr: simply running `xrandr --output eDP1 --scale 1x1` will make the panel blank, and only a hard power cycle brings it back. In case it bears mentioning, this was not the case in O.
