3.13.0-35-generic #62~lp1349768v5v201408250842 appears to resolve the issue completely on my actual test setup as well. No TFTP stalls, dnsmasq EPERM errors or dmesg errors, and ftrace doesn't show any calls to ipv6_find_hdr.
