[Test case]
1. Install using the "Use LVM" option in the desktop installer.

4. Reboot.
5. Verify that dmesg shows a 30-second delay before mounting the root filesystem.
- sure it does
- file /etc/initramfs-tools/conf.d/resume exists
6. Install initramfs-tools from bionic-proposed.
- file /etc/initramfs-tools/conf.d/resume still exists
7. Reboot.
8. Verify that dmesg no longer shows a 30-second delay before mounting the root filesystem.
- problem persists.
apt list initramfs-tools
Listing... Done
initramfs-tools/bionic-proposed,bionic-proposed,now 0.130ubuntu3.2 all [installed]
The workaround is to delete /etc/initramfs-tools/conf.d/resume.
