As for a list of locales that do need pango, Epiphany 2.14.1 uses this one: http://cvs.gnome.org/viewcvs/*checkout*/epiphany/data/epiphany-pango.schemas?rev=1.1.2.1
which in turn was taken from the mozilla.sh.in file in suse's firefox src.rpm.
