Comment 4 for bug 33968

Sorry Walther, I didn't mean "it's not a bug, it's a feature", like some operating system vendor(s?) do (see bug #1 :)).
I just meant that maybe these two bugs were somewhat related. People at bug #19740 seem to need more info because they can't understand what's happening there, and this bug may be the real reason behind #19740. I have the impression they didn't find any, and the utc thing is not quite an evident one in a network-related package. Let's see what it brings anyway.
