That's correct this is fixed in Yakkety but not yet in Xenial. I
confirmed this today by booting a Yakkety Live CD and inspecting
/etc/apt/apt.conf.d/50unattended-upgrades and observed that the security
pocket is disabled. Additionally, I checked
/usr/share/initramfs-tools/scripts/casper-bottom/53disable_unattended_upgrades,
the code which changes 50unattended-upgrades and it was executable.
