Er, sorry, oldest maintained release at time of writing for OSSA-2020-005 was 15.0.0 codenamed Stein. Since the vulnerability also affected the 14.0.0 Rocky release where it was introduced, a fix was backported to the stable/rocky branch (under extended maintenance) as a courtesy, but no new point release will be tagged for it per OpenStack's extended maintenance policy.
