Grand migration to new contrail-test infra

This will change contrail-test code to split in two repos -
contrail-test and contrail-test-ci

contrail-test-ci : this repo contain all common code and stable test
code which can be released to the customer environments.
contrail-test: This repo contain rest of the testcases.

Note: At this moment contrail-test still contain some common code which
may need to be refactored later
