Although not a complete fix for all setups, setting the "primary display" in the Nvidia GUI moves the gnome-panel to the primary display. The primary display setting actually only involves setting the xinerama info order.

I have attached a patch to:
  Import and export the xinerama info order in nvidia switcher.
  This sets the "primary display" in the nvidia GUI, allowing the gnome-panel to move to the primary display.

For some reason the first switch or two does not move the panel, but subsequent switches does.
