Bug Description

This bug tracks the SalesForce case:

https://canonical.lightning.force.com/lightning/r/Case/5003z000027icLIAAY/view

[Impact]

Without these fixes, network statistics are under-reported. See SalesForce ticket for more information

[Test case]

Oracle tested and reported the problem, and confirmed that the fixes work as expected. See SalesForce for more info on tests.

[Regression Potential]

The changes are restricted to the Broadcom bnxt netExtreme driver. Changes could potentially affect statistics on these interfaces.
