Bug Description
New installation of Ubuntu 18.10, very few customisations made and I find that the right-click menu on window title bars fails to appear. Context menus do appear on application windows soI know that the mouse is working correctly.

The problem seems to be my dual monitor set-up.
I have a laptop with an external monitor set to act as the primary display in "Join Display" mode. In that configuration the context menu fails to appear. If I set the display mode to "Mirror" then the context menu appears. When "Single Display" is set context menus also appear as expected.
Conclusion: Window titlebar context menus fail to appear in "Join displays" dual monitor mode
This problem is also seen is a Live session using the same ISO image.
