Bug Description

New installation of Ubuntu 18.10, very few customisations made and I find that the right-click menu on window title bars fails to appear. Context menus do appear on application windows soI know that the mouse is working correctly.

I previously saw this issue with GNOME Shell 3.29 and reported it on the Ubuntu forums: https://ubuntuforums.org/showthread.php?t=2398652 but no-one else saw the issue so I went back to using 18.04 where this functionality works as expected.

The problem seems to be my dual monitor set-up.

I have a laptop with an external monitor set to act as the primary display in "Join Display" mode. In that configuration the context menu fails to appear. If I set the display mode to "Mirror" then the context menu appears. When "Single Display" is set context menus also appear as expected.

Conclusion: Window titlebar context menus fail to appear in "Join displays" dual monitor mode

This problem is also seen is a Live session using the same ISO image.
