hv_netvsc: Fix napi reschedule while receive completion is busy
If out ring is full temporarily and receive completion cannot go out,
we may still need to reschedule napi if certain conditions are met.
Otherwise the napi poll might be stopped forever, and cause network
disconnect.

Is this in 4.15.0-1022? We had a repro.

I'm not sure why the bug status was changed to Fix Committed on Aug 17.

It went to "Fix Committed" because it was committed to the git repository. It's planned to get released in 4.15.0-1023.
