installed system did not bring up installed DASD device online

Bug Description

installed system did not bring up installed DASD device online

after installation. and IPL booting the installed disk, the system did not boot and dropped to busybox.

the target installation device was not brought up online, and I had to manually echo things 1 > online. in /sys/ to get the installed drive online. exit busybox, to complete the boot.

  * Bump s390-dasd menu item, to be before disk-detect. Otherwise, the
