[HWE] should advise use of update-manager instead of apt-get

Bug Description

TEST CASE:
1. install precise desktop the hwe stack with all updates (e.g. linux-image-generic-lts-saucy)
2. run hwe-support-status
3. verify that you see something with apt-get
4. install update-manager from precise-proposed
5. repeat 2
6. verify that this time the reocmmendation is update-manager

When the user has update-manager installed, he/she should see a message in hwe-support-status to use that instead of apt-get

I saw this with an install based on 12.04.3 media. Today I did a full-upgrade and this is what I got as motd and with running "hwe-support-status --verbose':

Your current Hardware Enablement Stack (HWE) is going out of support
on 08/07/14. After this date security updates for critical parts (kernel
and graphics stack) of your system will no longer be available.

To upgrade to a supported (or longer supported) configuration:

* Upgrade from Ubuntu 12.04 LTS to Ubuntu 14.04 LTS by running:
sudo do-release-upgrade

OR

* Install a newer HWE version by running:
sudo apt-get install linux-generic-lts-trusty libgl1-mesa-glx-lts-trusty xserver-xorg-lts-trusty linux-image-generic-lts-trusty

and reboot your system.

Accepted update-manager into precise-proposed. The package will build now and be available at http://launchpad.net/ubuntu/+source/update-manager/1:0.156.14.17 in a few hours, and then in the -proposed repository.

Please help us by testing this new package. See https://wiki.ubuntu.com/Testing/EnableProposed for documentation how to enable and use -proposed. Your feedback will aid us getting this update out to other Ubuntu users.

I went through the TEST CASE provided in the description of this bug and confirmed that the use of update-manager is now advised:

There is a graphics stack installed on this system. An upgrade to a
supported (or longer supported) configuration will become available
on 2014-07-16 and can be invoked by running 'update-manager' in the
Dash.

I have reproduced the problem with update-manager 1:0.156.14.16 in precise-updates and have verified that the version of update-manager 1:0.156.14.17 in -proposed fixes the issue.

I just tested this on a 12.0.3 and I can confirm that update-manager 1.0.156.14.17 now produces a message of the day with the
desired set of instructions.

The verification of the Stable Release Update for update-manager has completed successfully and the package has now been released to -updates. Subsequently, the Ubuntu Stable Release Updates Team is being unsubscribed and will not receive messages about this bug report. In the event that you encounter a regression using the package from -updates please report a new bug using ubuntu-bug and tag the bug report regression-update so we can easily find any regressions.
