Bug Description
this is used for a chinese customized release named "ubuntukylin" . We want the option do not show the timezone selection screen because we know the timezone in China.

Per Colin, we don't want to do this by default in Ubuntu for all single-timezone locales because the behavior in the expat corner case is quite pathological (tz selection is tied to mirror selection). But for an image intended for use in China, it should be ok to extend ubiquity to allow a preseeded override to hide the tz selection.
