Description of the change

This branch fix the properties order problem of libnotify4, please see the detail: https://bugzilla.gnome.org/show_bug.cgi?id=645222

I cherry-picked the fix as a patch to fix the bug, Ubuntu should release the new libnotify4, or any application who call libnotify through PyGI will not work.

And you can test the libnotify4 when my PPA is ready (I've tested and it works now): https://launchpad.net/~tualatrix/+archive/libnotify/
