* Merge 1.12.4 stable release from Debian
* Changes relative to Debian:
- Backport to Ubuntu 20.04 'focal'
- Revert libmalcontent integration, only added to Ubuntu after 20.04.
- Downgrade dbus from Depends to Recommends.
This is necessary for system-wide installations (without --user),
but doesn't need to be a hard dependency with libmalcontent
disabled.
- Revert use of libgdk-pixbuf-2.0-dev.
Ubuntu didn't get this until 21.04, and PPAs don't follow
alternative build-dependencies.
- Roll back to debhelper 12
- Reduce libseccomp dependency for compatibility with focal.
This only partially prevents use of VFS-manipulating syscalls if a
newer kernel is used, but is sufficient for focal's kernel,
and in particular still prevents clone3().
- Go back to depending on dbus, instead of dbus-daemon.
The separate packages didn't exist in Ubuntu, even as Provides,
before Ubuntu 21.10 'impish'.
- Don't rely on system bwrap/dbus-proxy.
This is easier for a PPA: it avoids needing to backport bubblewrap
and xdg-dbus-proxy separately if the host OS versions are too old.
- Set changelog merge driver for debian/changelog
- Add PPA backport notes to debian/README.source
