Jenkins is not rechecking a change with a merged dependency

Bug Description

Change https://review.openstack.org/#/c/103950/ is dependent on change https://review.openstack.org/#/c/103949/. The former got its workflow +2 before its dependency did. Jenkins commented:

Starting gate jobs. http://status.openstack.org/zuul/

This was before the dependency merged. After being approved and many, many gate failures, the dependency is now merged. https://review.openstack.org/#/c/103950/ should be good to go immediately, but Jenkins is not checking it.

This has nothing to do with tempest, zuul is the system that schedules the jobs and leaves those messages. Tempest is just the test suite that is run on certain jobs.
