Bug Description
So this is based on an IRC chat. I *believe* zuul can't do it today.
We have a class of tests that should run only when a core developer is happy with the code, but we need to introduce it gradually (e.g. via check experimental).
So we'd like an experimental queue that only accepts jobs when the gerrit code in question has been +2'd - and we believe that needs a zuul patch to describe the situation.
