enhance zuul to popup dialog container commit summary line

Bug Description
When looking on the Zuul status page, often I open the links to find out what the commit is when I don't know the number. It might be nice to mouse over the commit link and have it pop up the commit summary line for it to avoid having to open another window.

I think we were actually discussing having the first part of the commit subject in the empty area between the change,pset number and the queue age (though admittedly this additional line wasn't present when the bug was first opened).
