Zuul should report back Gerrit errors

Bug Description
I had the interesting case of a change being blocked by a user with Code-review -2. Another user voted CR+2 which trigger the gating job that ultimately submit the change.
The Zuul does report the gating jobs results as a cover message but the actual submit fails since someone voted Code-review -2. The debug.log shows the following ssh std err:
error: blocked by Code-Review
one or more approvals failed; review output above
It would be nice to have that reported back as a Gerrit message to let the user know the gating failed.
