as long as I add the headers with X-OpenStack-Container-API-Version it fails

Thanks for reporting. Would you provide more detailed information about this error. For example,

* Which version of Zun server you were using?
* How did you send request to server?

If this bug is reproducible, it would be helpful to provide us the exact steps to reproduce this error. I will revisit this bug after receiving more information.
